Pre-pull time server image in proxy E2E job (#5534)

The TimeStreamableHttpMcpServer proxy test runs `thv run ... time`,
which pulls ghcr.io/stacklok/dockyard/uvx/mcp-server-time at runtime
because the image was missing from the pre-pull list. When that pull
stalls, the run command burns the full 10m TestTimeout and exhausts the
15m suite budget, cascading into a second suite-timeout failure.

Pre-pull the time image for the proxy matrix job, matching the existing
pattern (and stated rationale) used for the osv, gofetch, egress, and
yardstick images, so the in-test run finds it cached and starts
deterministically.
