Add helm-unittest baseline for operator chart (#5473)

The operator chart had no helm-unittest coverage, so a template change
could silently alter a default-install resource and still pass `ct lint`
and `ct install` (helm install succeeds on subtly wrong output). The
operator-crds chart already has a suite from #5468; the operator chart
did not.

Add a default-install suite that renders the chart with no value
overrides and asserts the expected output for every resource it creates
(Deployment, ServiceAccount, ClusterRole, ClusterRoleBinding, and the
leader-election Role/RoleBinding), plus that the HPA is absent. Image
fields use matchRegex on the repo path so version bumps don't break the
suite. Wire the operator chart into the `helm-unittest` task and ignore
tests/ when packaging the chart.
