2.69.0: run --no-assemble (select-then-assemble) (#257)

AssembleConfig.enabled + run --no-assemble: skip whole-repertoire assembly (write clonotypes/clone_sample_long/phenotyped.h5ad) and build synthesis sequences only for the selected basket via select + report selected. ~15-40x less assembly; fail-closed gate (#243) applies to the basket, not non-selected clones — no collateral aborts. Closes #246.
