release: 2.5.3 — retrieval + local-models tranche (estimate, hardware routing, scip, FTS5)

Bundles the accumulated batch into the 2.5.3 release:
- maestro estimate — offline, history-aware cost preflight (estimate.py)
- hardware-aware local routing + maestro doctor --hardware (hardware.py):
  nvidia-smi VRAM, Ollama /api/tags, gguf detection; model: auto on local
  engines lands on an installed model that fits VRAM
- context_mode: scip — SCIP code-intelligence interop, JSON form (no protobuf
  dep), multi-language, 11th context mode (scip.py)
- FTS5 extended to context_mode: selective + opt-in prefix matching
  (MAESTRO_FTS_PREFIX); MAESTRO_FTS global master switch
- fix: Codacy SQL-injection false positive in fts.py (literal-SQL refactor)

28 subcommands, 11 context modes, 3 new modules. Full suite green (13,538),
strict mypy clean (69 files). Version + docs cascade: pyproject, __init__,
test_sdk_surface, CHANGELOG, README (banner + repo-state + counts), CLAUDE,
CODEX, VERSIONING, ROADMAP, TESTED_GUARANTEES.
