Add DESIGN.md: architecture, tool comparison, and data-plane spec

Consolidates the early design issues into one reference: goal/threat model,
implemented crypto/catalog, comparison vs tarsnap/restic/borg/kopia, and the
data-plane logic (content-defined chunking/FastCDC, keyed-id dedup, compress-
then-encrypt with pluggable codec/cipher tags, per-chunk wrapped keys, file
manifests, packs + Storage trait, zero-knowledge store with manifest TAM,
restore/prune). Includes an issue backlog mapping (#1,#3,#4,#5,#6,#8,#18).
