2.42.0: faithful per-condition freq∪PRISM selection recipe (#193) (#199)

Add select_freq_prism_per_condition + tcrsift select --prism, reproducing the downstream selection_analysis per-condition top-K freq ∪ top-K PRISM recipe bit-for-bit (verified against make_plots.py's formula). The PRISM math, gene sets, ppost, and GEX aggregation already matched. Advances #193.
