2.31.0: partial-information clonotype attribution (weighted fractional counts) (#176) (#178)

Opt-in partial-information attribution (default OFF, byte-identical): distributes each cell's weight across complete paired clones — proportional beta-sharing for alpha-dropout cells, recurrence-merge/split for dual-alpha, split for dual-beta. New attribution.py + AttributionConfig + weighted aggregation path + CLI flags. Restores the per-sample frequency invariant. Implements #166, closes #176.
