Refactor Lexicon (#1440)

The lexicon are now instantiated with a fluent API. The API only establish what lexicon is loaded in eager mode. If instantiated without any dictionaries, they will be loaded in lazy mode once, the further access won't reload them. Behaviour have been left unchanged from previously. 
Some unused dictionaries were removed, as well as the logging when they were loaded, now is in DEBUG.
