fix(queue): clear queued-list cache on multisig-transaction invalidation

clearMultisigTransactions now also drops the queue service's queued-list
cache when the queue service is enabled, so webhook-driven invalidation
(event-cache.helper) reaches the queue caches, not just the tx-service ones.

Adds spec coverage for the queue delegation, and documents the deliberate
choice that queue-first propose/confirm do NOT explicitly clear the cache —
freshness relies on the cache TTL plus the upstream queue service filtering
executed transactions out of its /queue response.
