2.14.0: bound shared route + exclude viral bystanders + reportlab core dep (#135)

From the pilot dry-run: shared route gains optional top_n/min_frequency bounds (default uncapped); build_selection_routes/select_from_clone_sample_long gain exclude_clones, and selection.exclude_viral has run drop is_viral bystanders from selected_clones.csv. reportlab moved to core deps (sequence PDF is a default run output). +7 tests.
