Deprecate Roo Code client integration (#5415)

The Roo Code VS Code extension was discontinued on May 15, 2026 and its
repository archived, with the upstream team pointing users to Cline.
Keeping the integration unmarked implies it is still supported, so flag
it as deprecated ahead of removal in a future release.

Add Deprecated and DeprecationMessage fields to the client config and a
GetClientDeprecation helper. Warn on stderr when a deprecated client is
registered or removed (including the interactive setup flow), mark the
client in the CLI list, and regenerate the CLI docs.
