Add Ready condition to SriovOperatorConfig with SSA patching

Reuse the network CR condition stack so SriovOperatorConfig reports readiness through standard status.conditions with current observedGeneration. Cover unsupported HyperShift systemd configs and sync/apply failures with direct reconcile tests.
