bench: gate ranges::to benchmarks on BEMAN_TRANSCODE_HAS_RANGES_TO

pluggable_codec_benchmarks.bench.cpp uses std::ranges::to in three
TEST_CASEs, which fails to compile on GCC 13.

- Include config_generated.hpp (also removes the accidental duplicate
  transcode.hpp include)
- Gate "Bulk via view|to" entirely with #if BEMAN_TRANSCODE_HAS_RANGES_TO
- Gate the view|to BENCHMARKs inside "Cross-encoding via view|to" and
  "Large corpus cross-encoding via view|to"; the streaming BENCHMARKs
  in those same TEST_CASEs remain ungated and run on all toolchains
