test: bump last_params persistence deadlines from 20s to 60s

The windows-latest test-fixtures,uat job flaked
last_params_persists_only_user_supplied_knob_deltas at 20.63s —
the supervisor reached Ready but the recorder hadn't stamped
state.json yet within the 20s window. The same test ran in ~1s on
the non-UAT windows job. Pure parallel-CI-load flake; same fix as
the other deadline bumps in this directory.
