* Geo SVG layers blocked canvas scatter hit-testing; disable pointer events on map
SVGs and drive hover via ZRender mousemove with convertToPixel nearest-marker
logic. Turn off the built-in ECharts tooltip for this chart and render a custom
HTML tooltip for mouse users.
Keep keyboard navigation (highlight, mirror tooltip, aria-live) intact; avoid
dispatching showTip so tooltips are not pinned to the first marker (Alaska).
Prevent mouse clicks from focusing the keyboard region where appropriate.
Also strip fragile aria-hidden on chart DOM where it interfered with interaction,
set geo silent for stacking, and keep tab order on the wrapper/canvas only.

* fix(MCI): restore enrollment table and section description for map a11y
- Add visible paragraph with id matching aria-describedby (descId) for keyboard
  and skip-link guidance.
- Restore collapsible full-state enrollment table with stable table id so the
  skip link target resolves and keyboard users can browse all jurisdictions.
- Wire table caption/labels to chart title for consistency with the map.
