Fix empty coverage report after clang switch

bazel coverage with --experimental_generate_llvm_lcov requires LLVM
source-based instrumentation (-fprofile-instr-generate) but without
BAZEL_USE_LLVM_NATIVE_COVERAGE=1, Bazel still uses GCC-style --coverage
flags producing .gcda files that the LLVM report generator ignores.
