refactor: Improve file management form validation and UX

- add isClearable support to select fields in file management forms
- display proper validation messages for empty required fields
- replace CreatableSelect with Select for stricter source selection
- add custom filter logic to enable search by file name instead of ID
- extend file download subscription with device path
