docs: note eks:DescribeCluster requirement for Zonal Shift onboarding

Karpenter requires eks:DescribeCluster when Zonal Shift is enabled.
Users following the getting-started CloudFormation template are
already covered by the KarpenterControllerEKSIntegrationPolicy. Users
who manage IAM manually and follow only the Zonal Shift onboarding
JSON snippet were missing this requirement, and Karpenter would panic
at startup when DescribeCluster was denied.

Adds the note to preview/, docs/, and v1.12/ versions of the
getting-started guide.
