fix(torch): always inject PET_MASTER_ADDR/PORT into envInjection targets

The envInjection targets (auxiliary containers like init containers or
sidecars) may need the master address for preflight checks or coordination,
regardless of whether the main container uses torchtune (which uses
command-line rendezvous instead of env vars).
