CLI: Fix duplicate TAP reporting with `qunit_config_reporters_tap=true`

This also makes `qunit_config_reporters_tap=false` and
`QUnit.config.reporters.tap = false` work on the CLI, as a way to disable
the default reporter, without enabling anything else per-se.

Fixes https://github.com/qunitjs/qunit/issues/1821.
