fix: restore .flake8, fix CI uvicorn path, add build dep, collapsible RTD sidebar

- Restore .flake8 (flake8 cannot read pyproject.toml natively)
- Fix uvicorn module path: src.webapp -> vitalDSP_webapp.run_webapp
- Add `build` package to CI install so `make build` works
- Enable collapsible RTD sidebar: collapse_navigation=True, titles_only=True
- Bump docs version to 0.2.4 to match pyproject.toml
