vm: wrap ErrNextElementOccupied in OpArrayAppend/SetLocal too

Same wrapping as OpArrayInitAppend — \`\$arr[] = …\` at runtime must
surface the overflow as a throwable Error, not a fatal. Adds it on
the array-write branch of arraySetLocal.
