feat(monitor): show registry setting and scope hash consensus to it

The trust state hash is computed from the registry's setting nanopub, so a
hash comparison is only meaningful between registries running the same
setting. Surface the setting alongside the hash in the table and scope the
consensus/outlier classification to the per-setting cohort. Switch the
registry probe to <service>.json so the same response carries both the
existing Nanopub-Registry-* headers and a parseable body with the
currentSetting / originalSetting fields.
