fix(guilds): harden guild loading and timezone validation (#821)

* Fix guild loading with bot access fallback

* fix(timezone): normalize challenge schedule timezones

* 📝 Add docstrings to `bill/fix-guild-loading-timeouts-2`

Docstrings generation was requested by @BillChirico.

The following files were modified:

* `src/api/routes/guilds.js`
* `src/api/utils/configValidation.js`
* `src/modules/challengeScheduler.js`
* `src/utils/timezone.js`
* `web/src/app/api/guilds/route.ts`
* `web/src/lib/bot-api-proxy.ts`
* `web/src/lib/discord.server.ts`

These files were ignored:
