chore: harden CI supply chain, add type-check, CodeQL, Dependabot, SECURITY.md

- Pin all GitHub Actions to full SHA for immutability
- Add artifact attestation in publish workflow
- Add CodeQL security scanning workflow
- Add Dependabot for automated dependency updates
- Add SECURITY.md disclosure policy
- Add tox type-check env (mypy + pyright) and CI step
- Fix mypy/pyright errors across codebase
- Migrate .coveragerc and tox.ini to ffbb_data_client naming
