[ARO-23471] Allow internal LB zonal migrations to be a MIMO task (#4579)

* initial pass

* add some az clients

* migrate to use azure clients in mimo for internal lb test

* move the lb to a generic networking file and add the fixssh step

* port fixssh in pkg/cluster/ to be usable by MIMO (not requiring the Cluster{} object)
