test(storage): add unit tests for State.isTerminal on both upload engines

TUSUploadEngineStateTests: covers idle, creating, uploading, paused →
false; completed, failed, cancelled → true.
MultipartUploadEngineStateTests: covers idle, uploading → false;
completed, failed, cancelled → true.
