refactor: move siri metrics to package variables

Move Prometheus metric definitions to a package-level `var` block in
`internal/metrics/siri_metrics.go` to simplify the constructor.

Additionally, rename the local `prometheus` variable to `prom` in
`cmd/api_server.go` for improved readability.
