[TASK] Drop the automatic configuration check (#4942)

The oelib configuration check has been deprecated as it
adds quite some architectural complexity.

Also drop the `isStaticTemplateLoaded` TypoScript configuration
as this was only used in the configuration check.

This also removes the last usages of the deprecated oelib
`ConfigurationProxy`.

Fixes #4923
Closes #4068
