Guard raw_input<200 fault clearing against bidir DShot

In DShot bidir, raw_input 48-199 is active reverse throttle, not
neutral. Skip the zc>100 && raw_input<200 clearing path for DShot
bidir to prevent stuck rotor protection from being bypassed during
active reverse operation.
Pull Request #7: Make harness test actual firmware code
