Fix webui OSC commands failing on macOS

The webui used the configured server_ip (the bind address) as the send
destination. With server_ip="0.0.0.0", macOS rejects UDP sends with
"No route to host", so mode and Reset LSTM commands never reached the
IMPSY interaction server. Coerce wildcard bind addresses to 127.0.0.1
since the webui is co-located with the server.
