ci: add weekly cleanup workflow for stale ci/update- branches (#2488)

Adds a scheduled GitHub Actions workflow that runs every Monday and
deletes branches prefixed with ci/update- whose associated PR is closed
or merged. A workflow_dispatch trigger allows manual runs.
