Add DistributedSchedulerTest with XML test configuration

- Introduced `DistributedSchedulerTest` to validate scheduler job execution with distributed locking behavior.
- Added `scheduler-test-context.xml` for XML-based test configuration.
- Implemented `TestLockProvider` to simulate distributed job locking scenarios.
- Included tests for both successful and failed lock acquisition cases.
