chore(uv): regenerate uv.lock with modern uv so CI --frozen picks up the dev group

The in-repo uv.lock was still ``version = 1`` (pre-PEP-735 uv) and
didn't encode ``[dependency-groups].dev``, so ``uv sync --frozen`` in
CI skipped it entirely — leaving ``pre-commit`` (static.yml),
``mkdocs`` (docs.yml), and ``pytest`` (ci.yml) not-installed.
Regenerated with uv 0.11.7 (``revision = 3`` format); the dev group
now syncs cleanly under --frozen and all three CI jobs find their
tools again. No source changes.
