Restore NO_GUI compilation (#4849)

* Restore NO_GUI compilation 
- Basic program usable with TextUserInterface and/or RemoteControl or just RemoteSync client screen
- Exclude GUI heavy plugins completely for NO_GUI mode
- NO_GUI mode for the other plugins
- In Observability, also refactor: rename enabling flag, store/retrieve
- Move Greek letter functions to StelUtils

* Add comment on NO_GUI to BUILDING.md
* [ci] added new instance for testing restored feature
