fix: add sync error handling to beginCreateMachineNonBatch

The refactoring into separate batch/non-batch functions lost the sync
error handling (ErrorToHandlableError + handleMachineBeginCreateError)
from the non-batch path. This caused the sync error handling acceptance
tests (VMSizeNotSupported, BadRequest) to fail.
