ci: upload coverage even when PHP tests fail

go test writes coverage.out incrementally, so a few PHP test failures
don't mean we have nothing to report. Marking "Test with coverage" as
continue-on-error keeps the coverage job green as long as the build
succeeds, and "Upload coverage to Coveralls" runs via if: always()
guarded by a hashFiles check so we skip the upload cleanly if the
profile never got written (e.g. a crash before any test ran).

Coveralls should finally stop showing 0%.
