fix(indexworker): skip index creation on OrioleDB (#2481)

OrioleDB does not support `CREATE INDEX CONCURRENTLY`. Detect the
table's storage engine via `pg_am` before acquiring the advisory lock
and skip index creation when OrioleDB is detected.
