Add new listener options for limits to xml parser accepted input

This adds new option max_stanza_elements, to c2s listener that
can be used to limit number of elements stanza can have.

This also adds pre_auth_max_stanza_size, and pre_auth_max_stanza_elements
options with limits that will be used on stream before they are authenticated.
Limits get update after user authenticate, and will start use
values from max_stanza_size and max_stanza_elements.
