refactor(shell): handle `Throwable` instead of `Exception` and improve resource management

Updated exception handling to catch `Throwable` for broader error coverage. Improved resource management using try-with-resources for `ShellConsole`. Removed redundant `commander` null checks and streamlined `release` logic. Added detailed Javadoc to enhance method clarity.
