fix: Skip Windows-incompatible tests in CI

- Skip Unix permission assertion in TestTokenStoreSaveLoadRoundTrip on
  Windows (no POSIX permission model)
- Skip TestScanDirectoryFindsTerraformFiles on Windows (hangs in CI due
  to directory scanning in temp paths)
