GTI: add SRS_BEHAVIOR=OVERRIDE/REPROJECT option (#14304)

When a user provided the open options `SRS` and `MINX/MINY/MAXX/MAXY`
the spatial filter rectangles were not being transformed from the
output SRS to the index layer's native SRS.
Now they can specify SRS_BEHAVIOR=REPROJECT to typically reproject
a STAC Catalog to a desired SRS.
