limbo: reuse code for writing promote and demote

box_issue_promote() and box_issue_demote() were identical except
for the request type and queue owner ID written to WAL.

Same for txn_limbo_write_promote() and txn_limbo_write_demote().

Lets reuse the code. Will be easier to update it later.
