Add RegistrySourceURL to RunConfig for registry provenance tracking (#4677)

* Add RegistrySourceURL to RunConfig for registry provenance tracking

Record which registry served a server's metadata so downstream policy
gates can verify the source. The URL is resolved via a new
Config.RegistrySourceURL() method and flows through the builder as a
WithRegistrySourceURL option, keeping all three call sites consistent.
