Add missing ObservedGeneration to condition structs in 3 controllers (#4598)

Several condition-setting helpers omit ObservedGeneration from their
metav1.Condition structs, preventing clients from determining whether
a condition reflects the current spec generation or is stale.

Fixes #4597
