fix: prevent pipefail from blocking gh actions until-loop (#2350)

`head -n 1` caused jq to have non-zero exit status, causing gitlab CI to
pipefail even when `grep` matched 'completed'. `jq`'s `first()` instead
of `head` & `grep` works around this.

Example with failures can be seen in network-operator gitlab mirror, in
job 291200548 (link not included since on private host).
