Apply ruff fmt and isort across the codebase

- Configure ruff format (single quotes) and isort (I rules) in pyproject.toml
- Add --ruff-format to pytest addopts
- Add trailing commas via add-trailing-comma before formatting so
  multi-line calls stay expanded
