fix(libitshell3): extend isOperationalMessageType to include extension range

- Add 0x0A00-0x0AFF (Extension Negotiation) to operational range
- Fix test title: "NOT operational" → "operational in OPERATING"
- Add test for reserved ranges (0x0900-0x09FF, 0x0B00-0x0FFF) rejection

1005 tests passing across all modules.
