fix: address additional code review findings

- Remove duplicate ValidateAll() call in UpdateComment handler
- Differentiate not-found from other errors in GetNamespace handler
  using namespace.ErrNotFound sentinel
- Use len() check instead of nil for tag_values validation to catch
  explicit empty slices
