mypy: remove exclusion for chia.wallet.puzzles.p2_m_of_n_delegate_direct (#20614)

* mypy: remove exclusion for chia.wallet.puzzles.p2_m_of_n_delegate_direct

Add concrete type annotations to puzzle_for_m_of_public_key_list and
solution_for_delegated_puzzle, fixing the two no-untyped-def errors
that kept this module on the mypy strict-mode exclusion list.

* use more flexible CastableType
